PREFACE

The idea to complete a book on the performance of Indian agriculture after independence was originated with the discussion by Sompalji (Member Planning Commission) at Nagpur in the National Association of Geographers of India (NAGI) Conference and was decided that such a critical issue and a proper evaluation is possible only through organizing a conference at national level in an interdisciplinary manner. The much cherished aim to develop the agriculture was either fulfilled or remained incomplete was discussed in the conference within various agreement and disagreement. The issue of food self-sufficiency, being the main thrust while the food security as a dependent factor not only on food self- sufficiency, but various issues such as distributional factor at regional level was discussed. Environmental factors were also discussed at great length because during the conference period it was argued that environment was more or less favourable with the period 1989 till 2006 but fluctuation in food grain production was recorded very high in many years. It was also pointed out that during the inception of green revolutionary period wheat belt was highly encouraged while rice region was neglected inspite of that our two-third population is rice cater. A critical evaluation was highly appreciated that irrigation which is a crucial factor in agriculture was neglected as its increase was only 19 to 43 percent after independence till 50 years, while the fertilizer use, mechanization etc. was encouraged in an abnormal manner as compared to irrigation.

Some political aspects were also discussed in the context of the agricultural development after the division of the country. The focus was on rice and wheat production area. Our best land of wheat production and rice region both went to Pakistan as well as the two major dynamic community, i.e., Punjabi and Bengali largely remained with Pakistan which affected the production aspect of the country to such an extent that it was not easy to come out with the production gap created. Various Other major issues were discussed in highly interesting manner.
