The Swamiji explains that the practice of meditation is to have the individual consciousness pervade the externality around the subject until the meditation becomes no different than an all-consuming fire, burning the externality of the world into the individual subject. In the end it is not the individual consciousness that is doing the meditation, but the Universal Consciousness.
