About the Author
Dr. Amit Kumar Upadhyay Born on 1.10.1976 at Badhauna Village, Deoria District, U .P. He hails from a respectable farmer's family.

He is postgraduate in Political Science from D.D.U. Gorakhpur University, M.PhiL from Jawaharlal Nehru University and Ph.D. from D.D.U. Gorakhpur University.

-He taught Political Science in D.D.U. Gorakhpur University and worked as Associate Professor in different Universities. Presently he is working in Amity University, Noida. He is also associated with several reputed institutions of India.

He has published several research papers in refereed and International journals.

Preface
To bring equality and Justice in society, it is necessary to care for the least advantaged. Reservation is thought to be the Chief Vehicle of the amelioration of the lot of the down trodden section of the Indian Society. It is a form of "Compensatory discrimination." Compensatory because it seeks to compensate the loss suffered by lower caste, and 'discrimination' because it discriminates in their favor against higher caste. It is believed that reservation would help the' vulnerable and exploited section of the Indian Society to come forward and in this way a day will come when a classless and casteless society would be established in India. When we talk about India its most populous state UP immediately comes into focus which is very often described as 'Mini India'. It may be recalled that it was Uttar Pradesh where 'Charan Singh' took the lead by propounding the theory of 'AJGAR' but Charan Singh said that this permutation was the surest guarantee to ensure that political power remains in the hand of OBCs. To some extent Charan Singh did succeed particularly in the Western part of the Uttar Pradesh as in evidence by growing more percentage and number of seats secure by party. He led BKD, [an- Congress, BLD, SP, DMKP. It is this trend led to appointment of the Mandal Commission which provided of 27% reservation for OBCs in government jobs. Aware of its implication on socio- political situation prevailing in India the Congress party kept this report in cold storage so long as congress Party monopolizing power in Center and state i.e., till 1989 for it realized that it was the negation of policy of reservation for SCs, STs class because on account of socio-economic changes coupled with the process of urbanization and migration from rural to urban areas of the upper castes at the grass root level, there would be a situation of jats, Ahirs, being fitted against SCs, STs. In Uttar Pradesh, lower castes/ classes have been mobilized politically in at least three different ways. Peasant Politics, reservation Politics, and social engineering strategy of Hindu Nationalism.

Reservation was such as the only way for securing representation for groups who might otherwise no presence in the Political process and public employment. Historically UP has had the shortest history of caste based Positive discrimination policies. So far as OBCs are concerned they can be furthered classified into Backward and most- backward. In case of Backward, Income Criteria can be applied on individual basis for reservation in educational institution and jobs. This book deals with Reservation Policy and its implementation in Uttar Pradesh. Three Criteria have been adopted i.e., Social, Economic and Political.

In this book we have tried to find out, how for the existing part of the policy of reservation has helped in amelioration of the lot of the genuine section of community namely SCs, STs and OBCs.

This book is divided into seven chapters: The first chapter which is introductory in nature deals with the meaning, purpose and implication of reservation in Indian context. In this chapter historical as well as constitutional interpretation has been analyzed. Reservation is categorized into political, educational and job reservation.

In second chapter we have tried to show how effective reservation has so far been is an Instrument to bring social Justice. The content of this chapter also opens the reality of Mandal report and shows that the methods and technique adopted to prepare the report was unauthentic.
