Book Description

Introduction The earliest references of Census taking in India can be traced back to the Mauryan period in Kautilaya's 'Arthashastra' (321-296 BC) and later during the Mughal period in the writings of Abul Fazl (1595-96) in the 'Ain-e-Akbari'. A count of the population of British India was taken up in 1853 in the North Western Frontier, which was followed by a series of Census like enumerations. However, these were not Censuses but simple head counts and were untrustworthy. A systematic and modern Population Census, in its present scientific form was conducted non-synchronously between 1865 and 1872 in different parts of the country. This effort culminating in 1872 has been popularly labelled as the first population Census of India. The first synchronous Census in India was however conducted in 1881. Census 2011 is the 15th in the unbroken series of Censuses since 1872 and the seventh since India attained independence. Such a historical legacy is unparalleled in the world.

भूमिका जनगणना 2011 ने भारत की जनगणना के इतिहास में एक मील का पत्थर स्थापित किया है. ऐसे समय पर आते जहुए कि जब भारत, इतिहास के एक उतार-चढ़ाव वाले विन्दु पर, पूर्ववर्ती परम्पराओं को छोड़ते हुए कामिटी ऑफ नेशन्स के रूय एक सशक्त, आत्मनिर्भर और आधुनिक राष्ट्र के रूप में उभरा है। देश की इस निर्णायक पड़ी में मानव संसाधनों, जन-अध्ययन, संस्कृति और आर्थिक ढांचे संबंधी आधारभूत मानदण्ड सांख्यिकी राष्ट्र को भावी मामलों में मार्ग दर्शन और आकार प्रदान करने में महत्वपूर्ण होगी। बहु-नस्लीय, बहु-भाषी, बहु-संस्कृति और बहु-स्तरीय समाज वाले भारत जैसे देश में जनगणना का महत्व जनसंख्या की गणना मात्र से कहीं बढ़कर है। यह, मात्र जनांकिकी की ही तस्वीर नहीं देती, अपितु एक विशिष्ट समय बिन्दु पर देश की आर्थिक, सामाजिक और सांस्कृतिक रूपरेखा भी प्रदान करती है।

भारत की जनगणना 2011 दो चरणों में पूरी की गई 'मकानसूबीकरण और मकानों की गणना और 'जनसंख्या की गणना'। मकानसूचीकरण और मकानों की गणना का उद्देश्य प्रत्येक भवन / जनगणना मकान की पहचान करना और उसके उपयोग का पता लगाना था ताकि जनसंख्या की गणना के लिए एक कार्यक्रम तैयार किया जा सके। भवन/जनगणना मकानों की पहचान के अलावा इसका उद्देश्य जनगणना मकान की संख्या और गुणवत्ता, उसमें उपलब्ध सुख-सुविधाओं और उन जनगणना मकानों में रह रहे परिवारों के पास उपलब्ध परिसंपत्तियों का पता लगाना था। इस कार्य के परिणाम इस पुस्तक में दिए गए हैं। जनगणना 2011 में आंकड़ा प्रयोक्ताओं की आवश्यकतानुसार कई नए सूचकांकों को जोड़ा गया है और विद्यमान सूचकांकों को परिवर्धित किया गया है।

प्रस्तावना भारत की जनगणना 2011 दो चरणों में की गई थी अर्थात् (i) प्रथम चरण मकान सूचीकरण तथा (ii) द्वितीय चरण जनसंख्या की गणना। जनगणना के प्रथम चरण में मकानों को नम्बर देने और मकान सूचीकरण का कार्य सम्पूर्ण भारत में 1 अप्रैल, 2010 से 30 सितम्बर, 2010 के दौरान किया गया। पश्चिम बंगाल राज्य में प्रथम चरण के इस कार्य के लिए भारत के महारजिस्ट्रार एवं जनगणना आयुक्त महोदय ने पश्चिम बंगाल सरकार से परामर्श कर 1 अप्रैल, 2010 से 15 मई, 2010 की समय सीमा निर्धारित की। मकान सूचीकरण कार्य का उद्देश्य 9 फरवरी से मार्च, 2011 में की जाने वाली जनसंख्या की गणना करने हेतु एक सम्पूर्ण, दोहराव रहित तथा ठोस आधार तैयार करने हेतु सम्पूर्ण राज्य में सभी क्षेत्रों, मकानों और संरचनाओं की सुव्यवस्थित रुप से सूची तैयार किया जाना था। यह कार्य जिसमें मकानों को नम्बर देने और मकान सूचीकरण करने का कार्य भी शामिल है, एक आधारभूत कार्य है तथापि जनसंख्या की गणना से पूर्व किया जाने वाला एक अनिवार्य कार्य भी है। इस प्रारम्भिक किन्तु बृहद् कार्य का अनुमान इस बात से लगाया जा सकता है कि पश्चिम बंगाल में 1,59,375 प्रगणकों और 26,817 पर्यवेक्षकों ने मकानों और परिवारों में जाकर मकानों की स्थिति और लोगों की जीवन यापन की स्थिति से सम्बन्धित मूल आंकड़े एकत्र किए।
