Preface
In 2017, the Hon'ble Prime Minister of India, Shri Narendra Modi, laid down the foundation of the 'New India Movement 2017-2022' with the aim of: 1) Rapid and widespread economic growth, which will ensure balanced development across all regions; 2) Formalizing the economy so that it is rule-driven and encourages investment and innovation; 3) Embracing new technologies to promote innovation and upskilling; and 4) Bridging the gap between public and private sector performance through efficient delivery of public services. Infrastructure development and connectivity are among the most critical elements of the Naya Bharat Movement as they provide the physical foundations for this envisaged growth path. They are crucial not only in offering industries much-needed infrastructure support but also help in enhancing the overall competitiveness of the country by reducing the logistics cost. The citizens also get benefitted from a better quality of life. At the instance of the Ministry of Education, Government of India, Indian Institute of Management, Mumbai, has therefore undertaken this study to analyse key schemes, policies, and initiatives of the union government under the aegis of Naya Bharat, which aims to drive India's economic growth through infrastructure development and connectivity. Specifically, this book examines the following six themes in detail: 1) PM Gati Shakti National Master Plan; 2) Smart Cities; 3) Regional Connectivity Scheme (RCS) UDAN; 4) Economic Corridor Development; 5) Logistics Efficiency Yojana (PMKSY). It provides an in-depth examination of each Improvement; and 6) Pradhan Mantri Kisan Sampada theme, including an assessment of the progress made and the remaining challenges. The study evaluates the progress made in infrastructure development, logistics, and connectivity in India using key performance indicators. Additionally, it identifies the drivers that helped achieve the success and suggests the way forward for realising the stated objectives of Naya Bharat or the New India. The study is based mainly on secondary data collected from annual reports and published reports of key departments and various ministries of the Government of India, journal papers and research articles, CMIE, IndiaStats, thought leadership documents from leading consultancy organisations, and annual reports of private companies in the space of logistics and infrastructure development. In addition, this book benefits from the insights, feedback, and suggestions obtained through panel discussions, workshops, consistent engagement with domain experts from various sectors, including industry, academia, and government, and consultants from organisations such as USAID and NITI Aayog. The research by NITIE (now Indian Institute of Management, Mumbai) shows that to achieve these ambitious goals, the government has left no stone unturned in terms of investments to propel the expansion of infrastructural facilities in the country. For example, the Bharatmala Project (driving the development of economic corridors and expressways) involves a cost of INR 10.63 lakh crore, which is the single largest outlay for a government road construction scheme in the world. The RCS-UDAN Government expenditure has increased by more than 300% to INR 900 crores from 2017-18 to 2021-22 and has supported infrastructure development across approximately 70 unserved and underserved airports. Similarly, the Pradhan Mantri Kisan Sampada Yojana (PMKSY) scheme envisages an allocation of government funds worth INR 6,000 crores during 2016-2020 and a further INR 4,600 crores in the 15% Finance Commission cycle period. Besides, various infra projects under PMKSY have leveraged private investments of approximately INR 20000 crores. This massive investment and push from the Government has resulted in tremendous growth and progress in infrastructure development and connectivity in the country. The road length across the country has seen an 18% increase, and national highways have had an astounding 54% increase from 2014 to 2021. Likewise, since the implementation of the UDAN scheme, at least 434 domestic sectors have been operationalised in the UDAN routes to date. More than 1 crore passengers have flown across approximately 2 lakh flights that were operated in these UDAN routes by various carriers. The volume of road freight, rail freight, and cargo handled by ports has all witnessed an enormous jump in the past 5 years. The average turn-around time of container vessels has been reduced from 44 hours to 26 hours, and as many as 40 air cargo terminals have been constructed, promoting exports in a massive way. As many as 30 airports have been provided cold-storage facilities, enabling the transport of perishable goods and pharmaceutical products. Likewise, during the last 5 years, PMKSY has made considerable progress in the country. There has been significant improvement in the food processing infrastructure of the country: 22 mega food parks are operational in 16 states of India, including the Northeastern region, and 256 integrated cold chain projects have been completed (94 more are in progress). As a result of this impetus, the food processing industry in India is also growing at an impressive rate of CAGR 10-12% and is estimated to grow to US$ 535 billion by 2025-26.
