Introduction

This book is a compilation of twenty chapters drawn from various perspectives of inclusive development of marginalized communities in India, covering sub themes such as historical and contemporary perspectives on marginalization and exclusion of certain communities, intersectionality of marginalization based on gender, race, ethnicity, and other factors, role of social technologies in development of marginalized communities, policy and legal frameworks for ensuring inclusive development of marginalized communities, participation and empowerment in promoting inclusive development.

It is a consequent of the two day National Conference organized by Dr. Ambedkar Chair in Social Justice, Indian Institute of Public Administration (IIPA), Delhi from June 8-9, 2023, with the graceful sponsorship by Dr. Ambedkar Foundation, Ministry of Social Justice, Government of India, New Delhi.

The first chapter, "Dr. Ambedkar's Concept of Social Justice and Emancipation of the Depressed Class through Constitutional Safeguards and Provisions" will first examine the historical context in which Ambedkar formulated his ideas on social justice and emancipation. It will discuss the prevalence of caste-based discrimination in India and the struggles faced by the vulnerable classes of Indian society. The paper will also explore Ambedkar's significance to the drafting of the constitution of India and the various provisions to promote social justice and uplift the depressed classes. It will examine the concept of affirmative action (reservation), which was to ensure adequate representation and equal opportunities in admission to educational institutions and public services to those people belonging to marginalized and disempowered communities. This paper will also discuss the abolition of untouchability (Article 17), which was a major milestone in the fight against caste-based discrimination. Further, it will analyze the impact of Ambedkar's constitutional provisions and safeguards on the status of the weaker sections of Indian society. It will examine the changes that have taken place over the years and the challenges that remain in achieving true social justice and equality.
